Bad Av Card?

When I turn my machne on I get a screen full of green vertical lines . MacPro 3.2Hz x 4 core, with ATI Radeon HD 5770 graphics card with 1 GB of GDDR5 memory. I was told that it was a bad AV card and not worth fixing the machine. That seems crazy. Anybody got something else?

That site even has instructions on how to take apart your device so you can DIY. All for under $200 US.

This guy was absolutely sure of the cause, of the complete lack of replacement parts in the universe and the only other comment was , "it's old and not worth the money to repair." I am overjoyed that there are alternatives other than my next 3 SS checks.
Does this problem seem like it is a AV card issue?
