best way to transfer 10.3 Mail.app to 10.4?

I've seen various suggestions on the methodology to do this and I know you can't just move the ~/Library/Mail/* folders. I've heard about the Entourage migration tool but I have users that want to stay on Apple Mail and they have new computers. There is also a migration tool called Emailchemy from http://www.weirdkid.com/products/emailchemy/ which is fairly cheap that might work.

Since we are on Exchange, it gets a little complicated since the INBOX is stored on the server via IMAP. I'm concerned about the local folders the users have created.

And in some cases, we have users who are using Entourage so I guess for that I can use Mr Mail2Entourage - 0.9.4 from http://www.versiontracker.com/dyn/moreinfo/mac/13605

Any other suggestions?
 
What's the driving force behind this "migration?"
If they are all receiving new computers,
> create a new admin account (not the same username as the eventual username)
> set up the new machine's OS the way it should be
> boot the old machine into firewire target disk mode
> connect the old computer to the new computer via firewire cable
> migrate the user from the old machine to the new machine via 10.4's "Migration Assistant.app."

It should be fine. Always works for me.

What is the hardware/useraccount setup on the old user's machines?
 
Migration Assistant will transfer everything from the old mac. You can quickly setup your old accounts, minus received mail, by copying the preference file for Mail.
I haven't found a good way to transfer all your old messages, yet.
 
OK now I'm confused. Flying Meat says the migration tool should work but then you say the old emails will NOT transfer?

We replaced some G4 iMacs with the new G5's since we updated Quark to 7.02 to handle a new template design and the required processing speed and memory.
 
They'll transfer all right, along with everything else from the old system. If that's what you want, go for it.

So the Migration Assistant will convert the mails to the proper format, i.e., .emlx files rather than mbox?
