Black boxes and repeating drop down functions??

im getting black boxes that appear on active fields on my display, like outlines. also, in the drop down boxes, there are repeating menu items like restart

can anyone tell me what is going on? this just started happening randomly today out of nowhere. no new programs installed.
 
press "F5" and see if things look normal - if not...
open your System Preferences-->"Universal Access" pane and turn off VoiceOver --

Someone else on this site was having a similar problem awhile back. Maybe I can find it.

Please repost if Tom_X's suggestion doesn't work
