Boing App Launch Pauses?

Ever wonder why when you launch an app and then immediately move your mouse back and forth in the dock (making all the other icons bigger etc) the app you just launched stops (pauses) the launching process until you stop moving your mouse around?

I wonder.

The bouncing animation is stopped, because Dock.app is busy magnifying other icons.

The actual launched application startup is proceeding unimpended: that happened before the bouncing started (via fork/exec) which created a new process which is busy paging in whatever it needs.

So, the actual new process paging in is not stopped, but it might be slowed down a little due to CPU attention to Dock.app magnification tasks.

Or, more likely, stopped dead, unless you have dual G4's.
