Boot Camp Control Panel (kbdmgr.exe)

I was having problems with Parallels and decided to move my windows OS to a Boot Camp partition. Creation went smoothly and the install of the OS went bumpy and finally got pretty much everything running. Except, however, the Boot Camp control panel. The icon for the kbdmgr.exe is in the tray as it should be and of the 4 options available the one that doesn't work is the Control Panel. Window Firewall is OFF. I have Norton 360 and have turned everything off just in case it was some setting I overlooked.

When I select the 'Boot Camp Control Panel...' from the tray icon I get a message box titled 'Boot Camp' with the following message:

An error occured while trying to access the startup disk settings. You may not have privileges to change the startup disk. Make sure you have administrative privileges and try again.

The account I log into has admin privs and I also used my 'Administrator' account with the same result. On the MacOS side from the System Utilities I can select the boot drive and it works. I can, as I said, select from the kbdmgr icon the 'Restart in Mac OS X' and it works. I can hold down the Alt/Option key and it will let me select the boot drive when starting up. Any ideas what is blocking the access to the control panel would be helpful.
