Boot Disk for Mac Mini PLEASE HELP!

Hi, I absolutely need to format my entire hard drive. In my long and hard-to-explain situation I need to use a boot disk to reinstall the OS [OS X version 10.4.5] and I need to do this fast for my Mac Mini. I need to somehow create a boot disk. Step-by-step instructions would be fantastic. Please Help!!!

[EDIT] I'm installing the boot disc I am going to make onto an ex-windows pc that had a formatted hard drive...please help as soon as possible!

http://www.osxfaq.com/dailytips/03-2002/03-15.ws Talks about making an install disk on a new partition. So you could put it on an external harddrive i reckon easily enough.
