Boot Issue on PowerBook G4

I have a PowerBook G4 recently back from storage.
It worked fine before I stored it but now when I attempt to switch it on it does not boot.
In fact it appears to be almost totally dead.
The notebook is charged and the battery shows about 3 bars when you press the hardware test button on the battery.
I plug the power in and get the orange LED showing around the connector.
When I press the power button I can hear the optical drive spin up/reset itself and the power connector LED goes green.
When I press the Caps Lock button the small LED is illuminated showing the Caps Lock is on.
But.. nothing is displayed on the screen - it is totally dead. Also the apple icon on the back of the lid does not light up.
I can hear nothing - no beeps, no fan noise, nothing.
Can someone suggest a way ahead - is the screen dead or the whole system dead?
Do I need a new motherboard?
Also I noticed, when I remove the back cover the memory slot is empty - I'm not sure if this had a memory chip in it before the system went into storage - should the system run without any chip in the slot, or has someone from the storage company removed the memory?
