Bootable FAT32 from Disk Utility?

I just bought a PC box because VirtualPC wouldn't do for me anymore (Autocad runs so freaking slow even the mouse pointer is sluggish). Since I had a Windows disk image and an original activation code from VPC, I decided to use these. I formatted an old Apple HD I had lying around on Disk Utility as "MS-DOS file format" (which I understand is FAT32) and copied all the files (including "hidden" files) from the Virtual PC disk image to the HD. However, the HD will not boot when I attach it to the PC, even though my motherboard "sees" it and is set to boot from it. Any thoughts on how I can solve this problem? I don't have access to another PC or to a Windows installation CD besides VPC.
