boxes created on desktop

My supervisor is running 10.4.6 and for some reason when she selects a folder, file, or anything on her desktop a black frame around the image appears. This just started happening yesterday afternoon. This also happens in finder windows while navigating, etc.
She just said that Photoshop is acting up on her too.
Looks like a OS problem to me, but I don't know much about troubleshooting the operating system. Archive and reinstall? Any suggestions? Thanks.
 
Add a second user for testing to see whether it's a system-wide or user-related problem.
 
Okay, so it was her voice over. WOW! I would never have thought to look there. How is it that voice over does that?
 
So that those with impaired eyesight and have VoiceOver turned on for assistance can more easily see which item on the desktop is selected.
