I have the 10.4 install discs copied to my computer and i am currently running 10.3, I need to make a boot disk from the 10.4 files so I can install 10.4 on my computer

If the disk images were properly made, then simply use Disk Utility to burn them to a CD or DVD.
If the disk images were made incorrectly (as in, not "bootable" copies, or copies downloaded from the internet), then you're out of luck.
If the contents of the 10.4 install CD or DVD was simply copied to your hard drive (as in drag-and-drop -- as opposed to making a disk image), then you're also out of luck.
