I've always heard it referred to as "Buffer Underrun Protection" but I assume it's the same thing. Some CD-R/RW drives include what's called BUP, or Buffer Underrun Protection. What that does is make sure that the CD drive always has some data to burn to the CD by caching data from the source and disabling the laser if it writes all the data in its buffer and hasn't received anymore data to write, due to the source of the data being too slow or something. The error you're getting means that the CD-R/RW drive's cache has been drained, and whatever source you're copying from can't deliver data fast enough to the CD-R/RW drive to write.
What kind of drive do you have? With Roxio's Toast software, you can enable "BUP" for your drive and make sure that you don't get that error anymore (if your drive supports it).
