Can a pc laptop be a basestation?

My friend just got a Wireless networking PC Card for his Gateway laptop. I have an iBook with Airport. My friends and I with mac laptops can create networks to message each other and transfer files, or share our internet access. But there doesn't seem to be a way to do this with his card. That is, while I'm at my desk he can walk around and use my shared internet connection, but he can't do the same for me. Is this just not a feature of his card, or is this something that only Airport can do?

A PC can provide wireless network access, I think, it's just not as easy. You will need to find some specific software for the PC to act as a base station.
