Can I change the Desktop's Icon Snap offset values?

What I mean is...

I have a third party utility (DragThing) which I want to put a DragThing Toolbar down the right side. But doing so covers part of the Desktop icons.

What I want to do is change the Snapping to value to about 60 or so pixels from the right side, thus creating a nice empty 60 pixel space for my toolbar to go where it won't interfere with my beautiful Desktop icons.

I've tried things like setting Snap To off and moving the icons myself, but this is bad in that A) Newly mounted Volumes and created files will move to the darn Snap to grid and B) the icons usually move back to their default spots at log in.

The other problem is that when I move the Dock to the right, Even if it's set to Auto-Hide, the icons move a WHOLE icon's width to the right creating WAY too much empty space between the Dock and icons.

Ugh, APPLE! What is wrong with you? OS X should be customizable in EVERY WAY.

There HAS to be a way to edit the Offset value. I hope to God and Steve Jobs that it isn't Hard Coded into the OS. Ugh, I hate that!
