Can Not Log out, shut down etc.

When I go to the apple menu and click log out, shut down etc. A DIALOG BOX WILL NOT COME UP. Nothing happens!

also when i go to Activity motiter.app the process "UserEventAngent" is not responding. even if i quit it is will never respond!
 
Have you repaired disk permissions using Disk Utility?

Have you repaired the hard drive by booting from the OS X Install/Restore CD/DVD and running a "Repair Disk" via Disk Utility?

Does this happen for all users, or just your user account? (Tip: create a new user account, log in under new account, test)
