can't boot from CD

I can't boot from the CD by pressing C it just loads up normally. I need to delete partitions, but don't know any other way.
I have recently plugged speakers from a g4 cube into the keyboard which resulted in an votage error, the keyboard still works ok, but i'm wondering whether it blew some circuit in the keyboard.

Is there any other way of booting from the CD, or any other software, preferably free, to delete partitions 'on the fly'

You can't delete partitions without completely erasing the drive.
Put the OS CD in and see if you can select it in the Startup PreferencePane.
