Can't get Folder Actions or ScriptMenu in Jaguar

Supposedly Jaguar Mac OS X 10.2 has Applescript Folder Actions i the Finder. One site said you had to attach them using the system-wide Scripts menu, but I cannot install ScriptMenu.menu (http://www.apple.com/applescript/macosx/script_menu/). When I unstuff it, the ScriptMenu.menu shows up as a folder, not an actual .menu item.

Has anyone had better luck?

Does any know of any clever trick to force the Finder to recognize the folder as a .menu package?

I found a ScriptMenu.menu in the /Applications/AppleScript folder. Although it also looked like a folder still, I was able to drag it to the menu.

The Folder Actions technique is rather clunky...
