Cant launch Disk Utility 10.4.11

So tried to open a dmg driver (trusted source - Epson) and wouldnt open, DiskImageMounter would not load any way i tried, so tried to open Disk Utility and that's not working either. Both show same source of problem in Logs. As per another forum a is opped out said file with the same from another machine with same OS. Still no joy.
Any ideas?

Next stop Target Disk?

Looks like its time for an archive & install. Back your data up before hand just to be safe.
