Can't load any DMG - too many processes

I'm using iBook G4 with 10.4 with all updates.

Today suddenly .dmg loading stopped working. Whatever .dmg I try to mount I get error message that mounting failed because of "too many processes".

I tried restarting the computer, checking the process count with 'ps ax' (everything looks normal), I don't have anything special running in background except Growl, 'lsof' also doesn't list anything special.

I tried searching via google and apple.com support forums but it looks like I'm the only one with this problem. Any hints what to do next to debug this one?
 
Tried Apple HW test on OS X installation DVD.

HW test went through ok, disk also verified correctly, lots of permission problems but got those fixed, yet the problem is still here :(

Is reinstall my on only option. I also tried creating a new user, same :(
