I am running 10.4.9 on a Macbook Pro. I have been trying to press the NEW button in the Sharing/Firewall settings, but it does not do anything. I can edit previous firewall settings, but can not add a new one.
I have already deleted the preferences file and started from another volume and repaired permissions.
