Can't send pictures from Mail.app to Incredimail

When I try to send or forward an email containing pictures from Mac OS 10.4 Mail.app to a Windows-using friend who has Incredimail as his email app, he receives the text, but doesn't receive the pictures. I do check the box to "Send Windows Friendly Attachments". From the time it takes for the mail to go out, I know the attachments have been sent. I have a DSL connection and he has a high speed connection via his TV Cable company. Can anyone help us figure this out?
 
If you're able to send pictures to others folks, then it's probably something on his end of the deal and there's really not much you can do about that -- except convince him to get a Mac!
 
Thanks. Since I regularly send email containing pictures to another friend who uses Windows and Microsoft Outlook as his email program, and he always gets the pictures, I had pretty much come to the same conclusion. Always good to get a second opinion!
