Can't start Activity Monitor

My Activity Monitor won't start up. I have tried to delete the ActivityMonitor.plist with no success?

When you click on it in your app. folder does Activity Monitor show up on the menu bar at the top of the screen? If it does, click on Window on the menu bar and in the drop down menu click on Activity Monitor. It should now appear.

If not, try Repairing Permissions.

Nothing in the menu bar and repair permissions don't help

If I open the console after trying to start Activity Monitor I get:

2006-09-22 23:09:08.289 Activity Monitor[6331] The tool is not setuid root - please repair the privileges

But When I open the "Info" the priveleges is right as far as I can se? And I did a:

sudo chmod +s /Applications/Utilities/Activity\ Monitor.app/

with no success
