Clamshell iBook charge problem

My dad's Clamshell iBook is having problems charging the battery. Both the battery and charger are new and less than a year old. It hasn't gotten to above 50% on the battery. When the charger is plugged in it charges extremely slow and the light by the plug will periodically change from amber to green and back to amber. Tried resetting PMU but nothing changed. Is there a power management board or something that could be malfunctioning? What would be the best/least expensive way to get the computer fixed? Thanks!

Is the battery under warranty?

The battery is under warranty still, as far as I know. It was either a Christmas present or a birthday present (November) of last year. The computer was working just fine with the new battery and then charger for quite awhile, then one day it just decided it wanted to start doing what I described above.
