Clean Mac OS 10.3 Installation

I got a new Hard Drive and I'm installing Mac OS 10.3 on it.

I went to Disk Utility, formatted, and stuff.

But it will not allow me to install on it.

I get this message.



"You cannot install Mac OS X on this volume. You cannot start up your computer using this volume."

Did you boot off the OS CD?
Did you format as Extended?
Restart on the CD and see if it will install.
