I dont know if its possible to trace to see what IP avaliable or gather all IP list in local network.

This might be what you're looking for.

to ping say a C class range 192.168.1.x just type ping 192.168.1.255

Another question is available how? Who is assigning them and what is their policy? I guess my point is that your question really doesn't actually make sense without more info.
