Connection to An Internal Webserver With Os X

I am running OSX 10.3.9, and I am having some difficulty connecting to a webserver on my local network. It is a windows 2000 server running apache 1.3.33. It serves images, and the other PC's on the network can download images quite fast. Their average download speed for an 8MB image is 900 KB/s. When I try to download the same image, the fastest I can get it to download is about 60 KB/s.
We are all in the same collision domain, so I am assuming that it is not a problem with the network cabling. We are using static IP addresses, which are class-B addresses that our organization has paid for. All the machines are also on the same subnet.
The download speeds are about the same for both the Safari and Internet Explorer browsers.

Assuming that the routers and switches on the network are set up correctly, is there some configuration option on the Mac that I am missing?
