Control Outgoing Connections

Hi,

is there any alternative to Little Snitch to control outgoing connections on Leopard?
Give me your suggestions.. I'd like specially something that isn't user-modifiable but that's set instead by machine's admin only.

You could get an iptables type functions with ipfw.
Man is your best friend.
Or Flying Buttress might do what you are looking for. Or FirewallBuilder.
