Creating a movie

Is it possible to do the following in iMovie (or any other application)?
Create a movie with 24 frames per second. Specify text/photo for each frame or group of frames.

It's easy as pie to set frame rates in Adobe Flash. Much harder in imovie because it's dependent on your source video material.

In Flash you can create a presentation and change the frame rate on the fly. You can embed videos but since they will be "flattened" files they aren't adjustable from within Flash, to my knowledge.
