creating a new user account problem

I am wanting to create a new user account. I am the admin for my computer. I have done this before, just to see how it's done (it's been a long, long time since though) and it worked so slick but now that I want to create one, I can't. I go to System Preferences--->Accounts--->type my admin password--->click on the '+' sign to add--->type in a name and here I have done the password 2 ways:
with a password (I used my default password) or without a password (in that case when it gives me the message that there isn't a password is this OK? I click OK. I have gone to Logout and try to login. I select the new user icon and type in the password and the login window shakes. And it asks for a password even if I did not enter one! If I don't assign a password, the password box comes up anyway and if I then click on the Login button, the window shakes. So with or without a password, I can't login as a new user. I have tried using Fast User Switching and it does the same thing. I am at a loss. I have posted this problem to numerous Mac sites and most have not replied and the one that got some replies, all the solutions are things that I have tried. The only thing that I haven't tried is to boot from the Tiger install CD and reset the password. I haven't done that since my admin password is not the issue. I just keep thinking that it's something that is missing somewhere! I did run Monoligual and FontNuke but that was AFTER I tried creating a new user account. The reason that I am wanting to create a new user account is that I am having issues with my genealogy program, Reunion. I am trying to see if it still has issues (this is the newest release) in a different account. In trying to track down the problem with Reunion, I was on the phone with them and I did delete some items from my Login Items but there are still some there. I am hoping that you can help me. My computer is out of warranty-it's a G4, 1.25mhz with 2G of RAM. I have an external LaCie drive. I will be very grateful if you can help me with this problem. Judy
 
I came across this also a while back in Tiger. What I did to fix it (by a friend's suggestion) was to change the Admin password in the Admin's account and then reboot. Then upon the reboot I change the password back to what it should be. Then with one last reboot the password weirdness (password would stay in one instance but not in another) went away.

Now if your password doesn't wash at all then booting from the OS X install disk and resetting the password from there.
 
You can change not only the admin password with the os x disk, but also others (as far as i can remember).

Have you tried different names for the account name ?

The only thing i can think of is not having the account database correctly selected / activated. There is a program in the utilty map in the programs map called something like ntinfo management. Maybe this can help you out.
