Custom firewall setting ignored

I've modified my firewall settings using the 'Sharing' interface in the 10.3.8 System Preferences panel to allow anonymous Bit Torrent requests, but I'm not convinced the new settings are working. When I do a local scan of these ports (with or without a BT client running), they do not report back as open. I know for sure that something is amiss, because I have yet to receive any remote requests via BT. I do use a router and I have forwarded the ports to my mac and I have used similar settings in the past to forward these ports to my Windows machine.

My settings are:

Port Name: Other
Port Number, Range or Series: 6881-6889
Description: Bit Torrent

I've followed the instructions on opening ports on various mac sites, and I can't see what I've missed. Any ideas?
 
They should normally show up as closed, where the other ports should show as filtered.

I don't know if BT normally listens on those ports, or only does so when it expects a peer to be connecting...
