Cyrillic in Explorer

Anyone know how to change IEs language settings to allow you to look at pages with cyrillic. I got it to work in Mozilla in about .25 seconds, but IE is proving to be a real pain in the ass. I have the cyrillic fonts working at the system level.

Please no posts about how other browsers are better, or "Microsoft is evil" posts. I would like to get this working in IE.
 
At my IE there is- Default Character set: Cyrillic (Windows) and fonts - Ïðÿìîé ( Pryamoj) and Ïðÿìîé Ïðîïîðöèîíàëüíûé ( Pryamoj Proporcianalny) - works good (except IE window header and at some sites windows for typing in)
