date modified and excel x

I have come across an annoying problem. I have two users configured, one admin and one non privledged user. Any time one user opens an excel document that is owned by the other user, the date modified stamp is changed. This happens whether they actually modify the file or not. If they simply open a file they own then the time stamp is only updated if the file is modified.

Has anybody seen this?
Could someone try to replicate this problem?
