Defragmentation in OS X?

Is there a defragmentor for OS X? I can't seem to find one... Norton 7 (yes, I know it suck) does not include SpeedDisk for OS X...
I'm really trying to remove all the remaining reasons I have to use Classic or worse yet to reboot in OS 9, and that's one of them, so please help ;)

to defragment your disk, you are probably going to have to start up from another disk anyway. Alsoft ( www.alsoft.com ) makes a defragmenter called PlusOptomizer that works with HFS+ disks that have OS X on them. To use it, you have to start from the program CD (which includes and OS 9 System Folder).

Can someone explain to me, in lay-man's terms, why there is such difficulty in created a disk defragger for OS X that will work in OS X? I remember when I had old my Windows 98 PC, whenever the sucker started getting slow I would delete some programs and run the defragger and voila! Everything seemed to run like new again. And here's the kicker, Microsoft included the defragger in Windows for free.

I don't expect a free app from Apple(although it would be nice), but why can't some program like TechTool or Drive10 or even good 'ol Norton release something simple?

Actually, I believe PlusOptimizer can be run under OS 9 without having to start from the CD. (Of course, it won't defragment the areas of the disk that contain the active OS files, so IMHO it's best to boot from a CD). So, perhaps this will be updated to run under OS X someday. There certainly isn't any technical reason I can think of that this couldn't be done.
