dhcp breaks Shareing in explorer omniweb

I recently set up sharing in system prefs to serve up a small web site for use on localhost only. I started sharing, my understanding is that this is really apache, and put my index.html file and others into my Sites directory. I then set my home page in ie and omniweb to be http://localhost/~myusername. On my home network which does not run dhcp and when I am off the network this setup works perfectly. However, when I take my Tibook to school the campus network assignes me an ip and a host name via dhcp. When a browser starts under this setup or when I hit the home button in a browser window I am unable to access my web page. It seems that the browser converts localhost to the host name assigned by dhcp and then to the outside ip assigned by dhcp instead of simpley resolving localhost as 127.0.0.1. I get the same behavior if I set my homepage to be http://127.0.0.1/~myusername. What is even more confuseing for me is that if I enter either of the above urls directly into the address field in the browser my web page is found without a problem. This isn't the end of the world but it is annoying, can anybody offer some advice?
