I found this site:

and would like to learn how to make some of my photographs look like his. I think he's doing some long exposures in combination with digital manipulations such as gaussian blur ovelays and increasing the saturation, and probably other things...
Are there courses or websites showing how to learn/do these manipulations?
My program of choice is the Gimp, since it's free, and for what I use it for, Adobe Photoshop is just overkill.
Any suggestions?
