Disenabled/enabled

In attempting to download a programme for a digital camera onto my Mac OS9.2 system I havecaused the following sistems to become disabled and would like to know how to enable them again:
Extensions
Control Panels
Shut Down items
Start Up items
Systems extensions
 
Usually a restart will get things back to normal. Did you have to start up by holding the shift key in order to install the software?
