Does anyone know how to use Reggie SE?

It's possible to clock the PPC750FX chips via software, but I believe the 500 MHz iBook uses a PPC750GX. You'd also need an older version of Reggie SE, because the PLL configuration feature was taken away a while ago when Apple figured people were using it for overclocking.

Do you know where I can get the older copy of reggie? And the setting on how to overclock my G3?

Thanks :D

Sorry, the only way to clock your machine is through repositioning four PLL configuration surface mount resistors.
