Editing MTU settings

Some time ago someone posted how to use PICO to make permanent changes to various TCP settings. It involved modifying a file in the /etc folder.

I lost the info and could really use it again. I want to change my TCP recv window, the state of RFC1323 and a couple of other things.

Can anyone help?
