Finder/apps not running OSX

Hello, I'm brand new to the mac/OSX 3.9 and seemed to have screwed up my new Powerbook G4.

When I first started working with the mac I selected the option to enable file vault. This resulted in what I believe to be a long shutdown time. I have since attempted to disable this by going through applications/utilities, etc and got the message that there was insufficient space on my hard disk to do this. On investigation I realised this was due to have duplicates in my ITunes/music file ( approx 40Gb ). Therefore I deleted all the contents of my ITunes/music file and tried again to disable File Vault.

The result of this is now when I boot up I get no menu bar at the top of the screen and in the dock only the finder and ? ? ? where my applications (Safari/Mail/Itunes/Norton Anti Virus ). When I try to start Finder I get the message 'Finder not running'.

I managed to create another user ( to be honest dont remember exactly how I did this,as I have spent hours and many different reboots, trying to rectify this fault. With the new user I can boot the machine with limited access and get finder up and running. I can also launch full finder ( with entering user/password) but dont have access to disk utility which from reading the forums could help me to rectify my problems. As I said I'm brand new to macs/OSX and would appreciate any help suggestions on this.

Ooh, I just saw this right after I posted. I have the same problem with no top toolbar and finder not running in OS X 10.2.2 that I just installed on my G4. Same problem, maybe? I do have icons for email, Safari, etc. in the tray and they're all functioning.
