Finder can't quit because of what?

The Finder can't quite because an operation is still in progress on an iOS device. What iOS device? Where? How? What operation?

Do you have an iPhone or iPad connecting to the Mac via bluetooth or a wifi connection?

I think this kind of problem appear due to some kind of syncing process in the background.
