Are there any mods one can make to change the color of scroll bars in Finder windows?

Not without changing to a different theme.

There are a few varirations of Aqua that have been made with different scroll bar colors and menu item colors, but Apple quickly put the kaybosh on them and they are now very hard to find.

I really wish Aqua had an option to change the accent color to something other than graphite and blue.

In the meantime, head on over to www.apple.com/macosx/feedback and let Apple know you'd like more Aqua color variations...
