Finder view option - 'global' button

There's a feature in Finder's View Option that allows you to set folder view options 'global' so any folder you open uses its global settings. I imagine this is what's supposed to happen, but whenever I go out of my user directory, (for example like Applications folder in root) the global view isn't applied. If I set it to global, and then restart, it goes back to its original setting and doesn't use the global view. I want to apply it to all folders in OSX, but can't seem to do it.
I have OS9 and OSX on the same HD with no partition; I wonder if this is the cause?

Any solutions?

Thanks!

Sounds like you've got a case of the stuck permissions .DS_Store file!

No worries, just do a search on these forums for .DS_Store and you should find some threads that contain a command to totally reset all of the .DS_Store files and make it so they're reset like new. This happens to a lot of people in Mac OS X, it's happened to me 3 times! But the command has always helped me start over with all of my views.

Good luck!
