I'm not sure of the solution, but for me it work.

The first time that I'm install MacOS X public beta, I format my MacOs X partition in UNIX format. Then classic not work.

After, I try to format my MacOs X partion in HFS+ and classic work without any problem.

For me it work, try if you can.

I have tried OSX boot opartition in UFS and I copied the Classic.app to my HFS+ partition. It works great!

Doesn't work for me. Please see the thread I started to discuss this: "Classic quits on launch".

There's an article about this in the Knowledge Base at Apple--if the link doesn't work, go to http://kbase.info.apple.com/ and search for "classic and UFS". Basically, it can be done without the drastic measures suggested above, you just have to mess around a little.
