foreign character keyboard

Hello
I have a new-to-me G3, OS 10.3. The keyboard is set up with foreign characters in place of the following keys: `~[]\{}|. (There may be other keys replaced with foreign characters but these are the most problematic).

I tried resetting using preferences, international, input but this did not work.

How can I restore the keyboard to it's original character set??

I need to ask - do you mean that the previous owner has mapped those keys to behave differently, or is it a foreign keyboard with the keys themselves having different symbols? I know that some HP keyboards for Britain for example, have the @ and the ? keys interchanged.

Next - can you access Keyboard Viewer (from the little flag in the top menu bar - what flag is it incidentally)? What do you observe when you press those keys you've mentioned?

Last - are your SysPrefs in 10.3 locked? Go SysPrefs > Accounts and check the padlock. If locked, that's why changes via the procedure you've outlined wouldn't work.
