Basically I have installed an encryption software (PGP) on my mac and as a result I'm unable to log in to my machine what so ever. I'm unable to launch the install CD from boot up however I can get to terminal (cmd +s) is there anyway I can format the HD terminal and just reinstall Mac OSX?

Any help is greatly appreciated.

There is a command called diskutil, that might work. Its manual page is several pages long, so you better study it yourself.

If you have the Mac OS X install disc inside your optical drive, and you hold down alt or c at boot, what happens? Isn't the optical drive and the disc not seen?

Did you install that PGP thing for one or all users? If it's for one user only, you could create a new user from single user mode. If it's for all, you'll need the install discs (to do the clean install). Then just apply the time machine backup from before that app messed up everything.
