FTP and firewalls

Without any safe guards on my computer, my FTP throughput is respectable, usually about 350-400kbps. When I run a firewall however (tried both Netbarrier and Firewalk) my FTP speeds drop to around 35kbps. I keep ports 20-21 open. Does anyone have any hints as to why this would happen?
