G4 had power failure will not reboot

Can someone tell me how to get my G4 Tower to reboot?? Have done the small button below the power button, and went inside and reset the button after the battery.
All I get is and attempt to log on and then a blue screen with the mouse curser showing and moving, keyboard is functioning {open & close cd drive )
 
No avail, the closes is the reset button on the front of the case, if I get that on time it brings a screen [ the only screen I ever see] which says type in
"mac-boot" and hit return. This only brings me back to Tiger trying to load and then back to the same blue screen doing nothing.

Tried with OS 9 disk and the Panther, as well as the Tiger CD to no avail,
acts like the CD drive is not there

Had Unit off for and hour== rebooted your way as suggested it worked = now asking for

If you wish to boot the system, but stay in single user mode:
sh /etc/rc
Localhost:/ root#

Now what should I do ??????
 
typed in as you requested and file is looping with the same question

fsck_hfs: Volume is journaled. No checking performed.
fsck_hfs: Use the -f option to force checking.
** The volume Macintosh HD appears to be OK.

Ok... at that prompt... FSCK -YF

to force the checking and to say yes to the prompts...

until you get the HD appears to be ok again..
 
do the FSCK -f -y again until you get the HD is ok message.

THEN, type reboot

you can always AIM me - it is in my profile.
 
ok the system booted up and the Apple Pin-Wheel worked, then changed over to loading MAC OS X showing the pin-wheel bar, and went all the way to the end.

Is now sitting with the the blue screen and mouse arrow===not sure if I'm in or not, as the ICONS are not showing, nor is the the Tiger work channel on the bottom, nor did it ask me to sign in. ????
