Hard drive wiped out now nothing works!

I tried so many things in a desprate attempt to fix my stupid Mac I wiped it out with OS 9 disk by deleting everything in HD. Now I still can't install and OS 9 isn't turning on. I know what I did was stupid I will wreap what i sewed. But if anyone has an idea how to help me it would be great!
 
If you have the installation discs, have you tried booting up from the install discs by holding the C key when you hear the Macintosh startup chime?

Also, what are the exact specs of your Mac?
 
G4 PowerMac (sawtooth i think) 400 MHZ COMPUTER, 512MB of Ram, 20Gig Hard Drive it originally had Panther but it was buggy and I have tiger so I wanted to upgrade it. But when I went to upgrade it needed the users password. And I bought my mac off of ebay and the owner didnt remember the pass. So he said to go and restart and go that way. But everytime I put the disk in and it reads then my comp says restart. I never get passed this point. I have Mac OS 9.2.2 but It wont erase the drive it installs but all the old stuff is there. Is there some way I can fix this thing??? I can't afford a new Mac I just wanted to try one out this is so crazy! lol
