Thanks Ed! I had no idea you could do this but had always been annoyed by it.
 
Alternatively you can type in the terminal

sudo pmset -a spindown 0

to keep your hard drive spinning continuously even after a reboot.

Don't know if this works on external drives though. Any guinea pigs?

On a side note, it seems that 10.2.4 has extended the pmset functionality.

There is now the option to dynamically change processor speed based on load, and reduce processor speed, presumably for laptops.

Type in man pmset for info
