[Help] Can't add printer because of crashing

I recently upgraded to 10.3.8
I purchased a new Epson Stylus CX4600. When I use the add printer utility as soon as I hit the "add" button it crashes. I have also noticed now that Safari won't open. I'm not sure if anyone else is experiencing similar problems, but if anyone could help me with this I would be extremely greatful.

I have already tried to repair the disk permissions. It did not fix it.
