I bought a PB G4 1,67 in Germany, with OSX tiger installed in german, language i don´t understand, so i can´t use the computer.
Can i chenge to english?

Apple menu, Systemeinstellungen, Landeseinstellungen, there drag 'English' to the top (above 'Deutsch'). Then logout and back in.
 
Btw.: You could also simply reinstall from scratch if you haven't yet set up the PB the way you want. And at installation time choose what languages to install etc.
